Implementation of Earthquake Disaster Preparedness Policy in the City of Padang

Abstract

This thesis discusses the implementation of the Earthquake Disaster Preparedness Policy in the City of Padang. This study was motivated by the condition of the city of Padang, which is an area with high potential for earthquakes. This condition of course must be addressed quickly and seriously by the Central and Local Governments so as not to cause harm. In response to Law Number 24 of 2007 concerning Disaster Management, the City of Padang has issued policies, including Regional Regulation Number 3 of 2008 concerning Disaster Management. However, after several years of the policy being enacted, the current condition of the city of Padang is considered not yet ready to face the threat of these dangers. Therefore, the problem is how to implement earthquake disaster preparedness policies in the city of Padang. The research was aimed at describing disaster management policies in the city of Padang. This research uses the theory of policy implementation according to Van Meter and Van Horn. The research was conducted qualitatively with descriptive case study type. Collecting data using in-depth interview techniques with purposive sampling informant selection technique. The unit of analysis in this research is BPBD Padang City. The results of the study can be concluded that the earthquake disaster preparedness policy in the city of Padang has not been effective. In implementing this policy, it can be seen that the resources owned by the BPBD are still lacking in both quantity and quality. This is influenced by finance, where the low budget obtained by BPBD in implementing policies is still inadequate. Keywords: Disaster Preparedness, Earthquake, Policy Implementation
